“Before this project, Eneco and Halsten already had a long relationship. Hence we were involved from the letter of intent to the final investment decision. The project started – like every project – with initial discussions on the conditions under which Eneco would be allowed to realise a heat pump installation on the Water Board’s plot. After these negotiations, the tendering and contracting phase started. In a small team, we successfully supervised this phase. Our broad knowledge and experience of procurement legislation and (inter)national contract forms such as FIDIC, UAV 2012 and UAV-GC 2005 was the strong basis for providing Eneco with concrete and pragmatic advice.
In the long duration of a project like this, changing circumstances along the way cannot be avoided. It is then up to us to adjust the course to this immediately. The project was a challenge because of its scale, among other things. While a heat pump installation is in itself proven technology, a heat pump installation on this scale has never been carried out before. With no manual, it was up to the team to reinvent the wheel.”
